Have paypal set up
browse sites like deviantart, furaffinitty etc for stuff you like.
ask those artists politely if they take commissions and are available- and if they're ok with what you wanna commission.
most will have a picture made with price list and what they do and don't do, but you still wanna check for availability.
Details help, especially references.

NSFW artists tend to be very active on Patreon too, so perhaps that's worth checking as well. A lot of NSFW artists flocked to tumblr but ever since the female presenting nipples apocalypse that's soon to come they're all moving to Twitter.

That's odd... I've had no issue with that for awhile now, I mean it's all done in private notes etc, and just sending money to someone, it's not like PayPal is being told WHAT or WHY money is being transferred.
idk, just seems like most people use it one way or another

Depends on what you mean by artwork. Do you want a photomanip or drawn artwork? What style do you want? The artist might have other points about drawn artwork. They might charge little for just a sketch, more for an inked one, and a bit more for coloring it.
There's a lot of artists on DeviantArt who accept commissions and do wacky artwork of all types, just get looking.

I wish there was a single repository where artists can list themselves as available for commissions, post their prices and examples of past work, etc. I mean, yeah, there are artists all over the place but finding the right one for the art you want can be tricky.
