Being a celeb isn't a very good criterion, in my point of view. Just because someone is famous doesn't mean much these days.
Some famous folks I'd like to see made into balloons would include Ted DiBiase (wrestler), Hollywood Harris (rodeo clown), and Jonathan Frakes (actor).

That strikes me as neither here nor there. We're not talking about the nature of what one deserves to be a celebrity--we're talking about a pool of people that is common to everybody. That is, if someone says "I'd like to see Gillian Anderson inflated" then everybody reading either remembers seeing that person or can easily go and find a picture via the Internet.
Celebrity inflations simply provide us with a common ground, so we all see the same mental picture. A value judgement on who deserves to be in that pool kind of doesn't have anything to do with it, you know?

Mila Kunis from That 70's Show would have to be my favorite celeb fantasy inflation. There is that blueberry clip on Stormr's Zone which I enjoyed a lot, but although I like occasional blueberry inflations, I'd much rather see something with helium involved.
