Users can't delete their own accounts. Actually, it isn't really possible to completely delete an account. This is generally a good thing for the sake of site consistency
I can just scramble the registration information such that, should anyone try to track down who owns the account, they'll just find garbage data. Things like comments and forum posts will stay in place, though.
