Not my taste music wise either, I can't remember what I was searching for when I found it this morning. I'm with you the lyrics are nice.

Do we know any flash artists that can make a music video out of this and if we do, how much would they charge for it?

I have Macromedia Flash 4, but never studied Flash animation. I use it to put my scanned drawings one after other at the desired speed. So mine is more hand drawn animation.
I could animate it but I'm unsure about putting the actual song with it. You know, copyright stuff.
Regarding how much I'd charge for it, it depends on the amount of drawings. 50 cents per sketched drawing, 50 c for each drawing refined, and 25 c for each colored drawing(clicking areas with the mouse), + 10 USD for the creativity.
The lenght of the song is excessive: 6 mins. So the full song, fully animated would be: 6 mins x 60 seconds x 12 drawings per second x 1.25(refined and colored drawings) + 10 USD = 2710 USD.
That's too much. But some loops could be used, limited animation in some parts or using less than 12 drawings per second at times as well. Some stills too. Maybe some scenes without refined drawings. Also perhaps just a part of the song. This way the price would reduce.
An interesting option is that you put me a price limit and I see what can I do with it. By instance, a limit of 100 USD. That would be around 80 drawings, that I'd distribute to fill the time you want the animation to last. You can tell me which scenes I should do better animation for and which ones could have less quality.

I have flash too, but I have more important things to spend my time on. :s And I have an idea for another animation in my head. Maybe I'll try to make it someday...

We could cut out the first 1:10 as she dosn't sing during that time and she stops singing at 4:38.

Also the last paragraph is repeated from a previous one. And a short dance loop could be used when she repeats two or three times "I'm a big balloon" at the end of each paragraph.

Who needs Flash? That's so '90s.

Anime Studio and Anime Studio Pro (nee "Mojo") are vector-based animation apps that feature "bones" like those found in 3D packages -- no need to draw every single frame of an animation. Bones can even be applied to photos. The lip-synching feature would be perfect for a music video project like this, and the Pro version also has 3D features. Academic pricing available.
