Just now I tried to upload a new picture to my gallery, but it wasn't going through. The system insisted that I haven't picked out an image to upload, even when I clearly did. Is this a bug in the system?

That's probably it. The maximum upload size is 2MB. It should give you a more helpful error message, though.
Please try with a smaller file and let me know if it works.

I put it in Photoshop, went to Edit>Image Size, and shrunk it until it fell below 2 MB, remembering to set resampling to Bicubic Sharper so that it wouldn't get too fuzzy. I'm sure it's just about the same in GIMP and other competent image editors, too.

I just tried uploading images from a test account, and it's working.
How big is the picture you're trying to upload?
