Personally I shall have to go with Mortal Kombat.
I think it was the combination of all the elements such as an interactive video game where you did the inflation, the ninja girls and their outfits/colors, the intent of the inflation, the kiss, and the overall tone of the game.

The early part of the Faust scene has good breast, then awesome (but brief) butt expansion. Good pleasurable reactions too until later in the scene.
The original clip that was around for a good while was shorter and didn't have the butt expansion. I almost skipped over the longer version that was posted more recently (also at the Expansion Mansion) until I noticed it was described as a butt expansion scene.
Cobra is also still one of the best IMO.

I'm somewhere between Cobra, Jay Leno's Double D gum and Leprechaun 3. some of the earliest video clips I saw on inflation. If push came to shove, and as AB only wants one definite answer I'm going to say my favourite, or rather the one I keep going back to most often is Double D gum... even though I prefer whole body inflation to just BE.

It's a homemade video by Quantum (who I understand is back on the scene but his Yahoo group is private and, though he said he would invite me, he didn't) featuring apparently an ex-girlfriend. He morphed live video of a thick chick in a white shirt, white garter stockings and pink satin undies. She says a few things like "I don't know what's happening, I feel like I'm floating" and it cuts away to the shirt open, the bra visible, and her arms are out to her sides and, as the morph kicks in, she finishes by saying "I think I'm gonna explode." It's not high tech, it's subtle, but it always gets me.
Old-school Vault patrons may know this file as simply "dinmi.mov". Check your hard drives.

It has a .mov extension so it's a QuickTime file. I don't believe WMP has the ability to play Quicktime files but Media Player Classic does. :3

Then also check your drives for "newkell.mov" and "quantum1.mov" - 1.6 and 5 megs respectively. Both also from Quantum around that time. The girl in the shiny black outfit gets real big.
I'd forgotten how good his stuff was (and didn't know he had a group either).
While rummaging in my archives I also came across "bliss2.mov"(1.7meg). How could I/we have forgotten the multiple BE scene from "The Bliss Of Mrs Blossom"? Possibly the first expansion scene I ever saw, which bugs me, because in my distant memory I'm sure that clip from the vault didn't show the whole scene.

I almost forgot about the Quantum files, Inflate123, those were goodies. I have to go with the breast inflation scene in Flesh Gordon 2. Definitely an oldie, but I couldn't believe how well they pulled it off with simple balloons in a B-movie. :) Plus her expressions when they are inflating are very well done. I remember taking a lot of still frame shots of that one and seeing the shocked look on her face. (Ooh, the pressure!) A nostalgic tidbit from the Video Vault!

You would be correct Inflate123, 90% of those are the sound effects you sent me. Ive attempted to add sound effects to several other video clips that are, well...silent? SO far the dimni clip is the only one I have been happy with. So its the only one I have posted thus far.
As far as QuantumBlimps other works, he did a video morph job for/with Jennygirl. Shes a BBW with an adult website, and she was for some time selling the production called "Maid To Order". I purchased it (I think $15 or so), and was sad to find that this was only a partially completed work. The film cuts off just as the inflation gets started unfortunately. This was, oh...5 years ago I think, and at the time I emailed her about it asking if there would be a part 2 coming out soon. She told me that Quantum was working on it. I have not seen or heard anything of the rest of this video since. In fact, Jennygirl no longer even sells the original. :( I will try and contact her, and see if I can get permission to post it publicaly, since she no longer sells it apparently. Though this may take some time. I will add that the original dimni is by far the best piece he (QuantumBlimp) has ever done imho...this is in part due to the acting of the young woman Cliacia (sp?). Supposedly the "full length" version of the inflation scene is on a video (VHS type) of her that you can buy from Wide Angle Video over on the Dimensions website. Although I have never had $50 plus S&H to spare to buy said film. That and no one can confirm that it even contains said inflation footage. If anyone has information on this video, Id like to know if its worth getting? Anyways, theres my bit on this topic. Laters all!

You're right, that isn't the whole scene. I used to have it on video but I lost it. It starts off with a giant statue's bra inflating which isn't in the video and after the video cuts off there's another couple seconds of the scene in the movie.

I think the leperachaun 3 scene was great although being a movie I think it cuda been a lot better. Like Tue lips should have been better the boobs bigger a lil n they should have added belly inflation too. I dunno. My tastes change, but the original Wonka scene was probably best and will be hard to beat because they just don't make surreal movies like that anymore.
These days if someone is swelling up there'll either be some goofy music and the actors comically hamming it up, or it'll be a horror movie and the actor will be in pain (which I'm not a fan of). Whilst I love the scene from 'That 70's Show' it was played for laughs, and in all honesty not many people would know how to act 'being inflated'.
The Wonka scene had the right balance of everything, genuinely concerned onlookers, a worried victim, a strange sense of tension, a comical outcome (which was treated seriously) and interraction with the inflatee ("Roll this young lady down to the juicing room at once").
