Microsoft has made Avatars available to user-created games on 360, and that permission comes with some guidelines. Found the last rule on this page interesting:

Well how about that...so much for user created content and the idea that it can be anything you can think or dream of. Understandable though.
I understand it, really. Their system, so anything they allow on that system, they get blamed for. I'd do the same thing.
Except, you'd *allow* expansion, right? ;P
Well, that sucks. I guess they just don't want to get too involved with the consequences.
