I doubt it. This guy's attitude is WAY too sunny for him to be CattyN. The real CattyN is a lot more surly and resentful of everyone in the community.
Well I don't know about their attitudes but you are right that it's not Cattyn. It's a creepy troll and pirate who named Andrew Dobson but who calls himself Tom Preston, was impersonating Cattyn for many years and posting her artwork. He made acted so well that official articles about him have believed it. how exactly is this any more believable than all the other times?
Have you seen his legitimate DA page? Note how verbose he is: 7 two to four sentence paragraphs in his journal alone. Compare that to the cattynreturns DA page, which consists of a sentence or two for each image and journal entry. Wouldn't he have more to say about his art, like what inspired it or who comissioned it? Also, I don't see anything really new. There is one sketch that is claimed to be new (Sketches 2011), and while I admit I don't remember ever seeing it, it is only one image, an image I could have possibly never seen before but was made years ago. Also, considering the guy is trying to maintain a legitimate, non-fetish artistic presence on DA, I'd imagine he would post his stuff quietly on this site rather than in a more public place like DA. He does not strike me as a Jollyjack kind of guy: someone who can post both legitimate art and fetish art and not be ashamed or guilty about it.
I'm leaning towards this being but a fake, and not a well done one either.

Now, I don't mean to sound like a douche. I am genuinely curious.
What is the big deal about CattyN?
From what I know he was a prominent pillar of the expansion community years ago who decided to leave. But I still see evidence of his presence. Either pieces of his art then being taken down, discussions about why he left, and all sorts of things. But if he left why does everyone want him back? Especially since it seems that to most people he was kind of sour.
Now, I have seen his work and he is incredibly talented, but if he left there's nothing we can do about it.
My point is, why obsess about old figures who chose to leave rather than aspiring to follow in his artistic footsteps or encourage the newbies?
Forgive me if I sound callous or uncaring, I'm just curious.

Because nostalgia. Good things were drawn. Deep down, some of us had 'Oh My' responses to those drawings. We want that feeling again. Looking at the old stuff doesn't quite do it anymore. We want that new 'Oh My' feeling again. It's the same reason Big Horse and Cicinna are big deals. It's the reason we're happy Hellresident is morphing again.
Should people get new artistic inspiration and encouragement? YES. ( Go! Draw an inflatable woman right now, if inclined to, and post it on the internet! ) Should we forget the people who helped us on our way? No.
There aren't any new Calvin & Hobbes stories. Do we still want Bill Waterson to come back to comics? Yes. Always.
I think, regarding the popularity of the older artists, it seems the further back you go the less derivative overall the work becomes. Not saying that new artists lack imagination, but it is becoming harder to create something truly original, fewer avenues left unexplored combined with a greater body of cliches and idiosyncracies. Also newer artists have had their ideas shaped by the work that was already around when they first came upon this community, whereas the truly old masters were creating ideas where previously none existed.
Personally with my old work I think although much cruder, some of my best work was done before I discovered there were others like myself, when I was working in total isolation.
CattyN came somewhere in the middle of this, relative to now. There were certainly already a huge number of works already being produced when he arrived on the scene.
Plus for most of us, the first pieces of artwork we saw when we discovered this community actually helped in the shaping of our fetish. The same will be true in ten year's time of people producing art now.

I liked CattyN's cartoony style. He was talented and he was prolific. He generated a lot of quality content and explored a lot of different ideas, and his work had a good spirit to it. That's why I miss him, anyway.
Even if he had come back, I'd say fuck the bastard. Even ignoring how he treated us after he made the move to "legitimate" art, his behavior as Tom Preston has shown him to be an incorrigible whining prat who will likely never improve as an artist or a person.
There is a reason why there have been so many troll accounts for "Tom Preston" on deviantart and youtube...the guy is just a total asshat, straight up.

But yeah, I totally agree with Airtankgirl5. The little I did know about the real CattyN didn't make me want to get to know him better. Good artist though, but that was about it.

I don't know, man. I've checked with soemone on Twitter, and he said it was just someone reposting his work to see the reaction everyone would have. Besides, if he were truly back, he'd have also returned to this site.
