I'm pretty sure it's an omission rather than a deliberate plan on the whole. After all, they're in their own country and they may not know it's unavailable. The message doesn't say "the uploader has made the video unavailable" - may not refer to an action iyswim.

Many U.S. shows make deals to with broadcasting companies in other companies to be aired over there. In many cases, it airs from a couple days to a couple months after the U.S. air date. If they were to put it online and made it available to those in the other countries, they'd be undercutting the company they sold the rights to.
