I think being in the uk it will be hard to get all the materials needed with out raising an eyebrow.

Tripod - £30 for a cheap one
Balloons - Anywhere from 20p to £100s
Air Pump - £10 from Argos or an air compressor (if you really want to push the boat out) - £100
Web Hosting - £0 if you use someone like Clips4Sale who take a cut of your sales
Model willing to be in your film - Who knows!
If you do it, make sure you get model releases if you intend to make public or sell it.

Also depends on the medium of inflation used. Gases will be cheap, but if you use hydrogen, then you'll have to take out insurance for fire risk. More if explosion is involved. Cream/other food will be more expensive and clean-up (if popping) will be a bitch unless it's in a wide open unpopulated space. Air and water would probably be cheapest.
