I don't know. But my guess is that it was made by a fan. Did you try asking this question in the image itself? Or check if that page says "submitted by" at the top, and ask directly the person that submitted it.

I did try asking on the picture, as other people have, but no one responds. I watched the video, and I saw here turn into a ball, but I never saw that exact picture of her as a sprite. Is it from something else maybe?
