The Naked Gun 2½: The Smell of Fear (1991)

Detective Drebin gets into a brawl and takes his opponent out by shoving a firehose into his mouth and turning on the water. He tries to shut the water off after the villain is incapacitated, but the handle breaks and and he continues to swell until he pops offscreen.
