The simple answer is: No, you can't. The human body doesn't work that way in real life.

However, you could buy a suit that inflates like that from a number of retailers or have one made to your own specifications if you're willing to spend the money.

On what Daniel said, your best bet is an inflatable suit. I haven't read the story, but just from what you said if you want to actually be like a balloon, then an inflatable suit is the way to go. They cost a bit of money though, so keep that in mind.
