Alright I've dug so fucking deep I'm pretty sure I'm in leprechaun China by now, And literally the only things I've found that are even remotely close to what you've said are a really crappy TMC clip and the scene from Leprechaun 3.
Now unless you're 101% fucking sure that this isn't the lady who gets huge and whatnot, I vote we give up and go do something else.
Sounds like this clip I've seen pop up on pornhub as "Weight Gain of Sheila (Unlucky Charm)". Don't know anything else about it but if you search for that clip it's got the good (?) bits.

Found a behind the scenes video on Vimeo. Seems like the actress that played that role enjoyed being blown up.
She talks about it, and some inflation footage is shown. They show that they used a hose to inflate something inside her dress at her rear area. I don't think the hose is supposed to be seen onscreen in the actual movie.

I'm on the hunt for the actual scene now. That clip linked above said she explodes, and Belly inflation is involved... Not a butt fan, but there's enough here to get my full devotion to searching for this now :) looks more promising than leprechaun 3 at least!

Darn, I thought there was a scene of her popping... I did find the full movie, in case the pornhub clip cut anything out but that's all there was. I saw the link pballooned shared before the actual scene and the girl was saying something about exploding... So I thought there was a scene of that or something... Doubt that it had it in extras somewhere.
There re was a scene where they watch her "inflation" moment just before it happens on a camera recording, but before it plays her inflating she just disappears instead...
had to look to make sure.
