Looking for an OLD anime clip...

This is a bit of a shot in the dark, but I figure I've got nothing to lose, so I may as well give it a try.

A few years back, someone on the forum here posted a link to a clip from what appeared to be an old anime (judging by the style and quality of the animation).  In the clip, there are a bunch of tiny, chibi-esque characters in equally tiny robots, wandering around in what seems like a dungeon of some sort.  This lanky, droopy looking guy with a green pompador shows up and suddenly inhales, inflating like a balloon until he's almost totally spherical, before blowing out a hurricane-force gust of wind that sends the characters flying.  He starts to do it again, getting even bigger this time.  In a bid to stop him, one of the robots fires an even smaller robot at him, which punctures him, causing the guy to go flying off down the corridor as he deflates.  

I don't recall the name of the anime, and the original clip appears to have been removed or deleted.  Any chance anyone here remembers it, and if so, does anyone know what anime it's from and where it might be found again?  

Thanks in advance.  I know this is kind of a needle-in-a-haystack situation, but I'd appreciate any help anyone is willing to offer.  ^^;
