I agree, too dangerous!
No dart inflates instantly, so it's hard to stop inflating in time
Darts are especially dangerous on larger ladies! They look the same when inflated so will only notice it by change in weight
Is it worth the risk?

Only by magic. Technologically, only if the dart activates the fat or other substance on the target to convert it into a gas. Mind you, if you convert a pound of fat into hydrogen, even if it's only 50% effective, will result in about 2.5 cubic METERS of gas.Hope the target's skin is rubberized or she's wearingn a high quality scuba outfit!

Throwing quarter pound sharp projectiles at people with no one around saying a word about it or interfering - is more fantastic than inflation
Still, thinking positively, one might make a ping pong ball sized round something with a gel. It s not sticky after you dry it, so you can take it gently. And if you press a bit harder it becomes liquid gel again
If one would attach a feather to such a ball for better ballistics - would it qualify as a "dart"?
As to how exactly this soap-like substance inflates someone special - and by how much! - it relies on specific game mechanics and world setting
Another positive thinking option would be a suction cup on a tip of a dart. You can apply some liquid gel on a suction cup. This option also won't harm but will hurt more because aerodynamics of a suction cup sucks, so it has to be somewhat heavy and launched fast to fly at all
With our current technology, absolutely not. Not unless you want those darts to be under the highest pressure imaginable. Even then, it might explode from the slightest touch, meaning firing it out will inevitably shatter it. That's assuming it can even withstand that level of pressure in general.
