I'd say Cordellia from Fire emblem. There are a lot of other characters used in inflation art but not too much of her.

Oh my yes! (Checks my "stash") Reimu and Sakuya and Youmu and Satori and Koishi and Chen get cuter and cuter the more they inflate!
Also, I've only seen one such image of her on Pixiv, but Fate Testarossa from Lyrical Nanoha is such a gorgeous balloon girl. Same with Mai Shiranui from all the SNK fighters.
