Call me crazy, but I was sure that when I was a kid, I saw a cartoon of justice league or something that had Superman in it, and I vaguely remember Harley Quinn using a Superman shaped balloon and when she blows it up, Superman inflated like a balloon as well.

Could it be you're referring to Challenge of the Superfriends? There's a scene in "History of Doom" where Toyman blows up a Superman shaped balloon.
