What makes a good artist?

I've encountered a ton of people who post pictures, stories and whatnot to this community. Admittedly I don't consider myself having remarkably high standards but personally I think a lot of these people are quite good at what they do or at the very least, possess a degree of potential. Even if someone doesn't have the proper tools or experience to produce a top quality picture or story, I don't really mind if it shows they put a good deal of time and effort into it, they're open to critique and their art doesn't become stagnant and boring.

What about the rest of you guys? What (in your opinion) makes a great artist as well as a decent artist and what deems either category worthy of your attention? This can regard to drawings and/or writing or whatever.

PLEASE do not use this thread to attack or berate any specific groups or artists. This isn't about personal taste or talking about who sucks. This is about sharing opinions on what's GOOD about our community and encouraging people to improve.

So which is it? I've always tried to encourage new artists, perhaps suggesting software. A few times I have posted tutorials for a particular procedure. However, an artist must find their own way. A complete beginner who aims high will get there in time—but it will take a lot of time to discover their own style, gain experience with tools, etc. The beginner who knows absolutely nothing about Photoshop or GIMP or some other tool and expects top notch results in the first evening is delusional.

Since we're talking about art, opinion will always come into this. The "inflation" spectrum has grown so wide that it now covers stuff that I would not class as inflation. In those cases, I try to refrain from commenting, but an artist must face negative reviews as well as positive.

What I meant by "not being about personal taste" is that I wanted the quality of the art to be considered regardless of what kind of expansion it is (belly inflation, anime inflation, exc.). I do want opinions regarding quality; I just don't want to hear something like: "Anyone who draws so-and-so is a good artist in my book." You know, something that has no bearing on skill or effort whatsoever. Perhaps I worded that properly, sorry.

And yes, the best mindset for any potential artist I think is probably to be open to any kind of feedback, good or bad. I won't argue that.

I remember seeing a list somewhere a long time ago that said something along these lines:

1) Artist draws the genre you like

2) Artist does high quality work

3) Artist produces a lot of art

Pick only two of the above.
