I think the context of the situation would determine my reaction. Is she inflating herself on purpose, of her own free will (or at least appear calm and relaxed about what's happening to her), or is she visibly panicked and distressed?
If she's deliberately inflating herself and/or doesn't appear to be distressed, I'd probably watch for a bit, then try to get close and engage her in conversation (complimenting her on how big she's become and how easy she makes it look, before asking her how she does it and - ultimately - if she can teach me how to do it too). If, on the other hand, she appears distressed or unable to control what's happening to her, I would try to help her as best I can (once the initial shock wore off), contacting emergency services and keeping her calm and away from sharp objects until they arrive.

Considering my fianceé is an inflatee, this isn't that rare. But of course, like others said, it depends on the situation. If the person isn't enjoying it, then I'd help them out because, well, nobody deserves to go like that. But if it were intentional then probably C. Of course it also depends on who's inflating.
