A Question about Inflatables

I am interested in making my own inflation videos for my own collection and wanted to take it a step beyond chubsuits and get something that can inflate underneath clothing. I am particularly interested in the effect achieved in the Charlie and the Chocolate Factory musical. 

In case you somehow aren't aware of it Violet wears what seems like a thing pair of tracksuit pants seemingly of legging material but loose like pants. They inflate nice and tight over the prop then go back to their normal looking selves for the next performance. If anyone knows what material that may be please enlighten me.

Anyway I want to know what sort of inflatable I would need to buy to achieve this effect. Her arms and torso slightly inflate but I really want to get the inflated through and butt effect. I am aware this is most likely a custom prop but if someone can point me in the direction of a supplier that could accommodate that that would be amazing. 

Price isn't an object since my ultimate goal is to drop 1k on the blueberry ball (sigh) but to have a mid inflation lower half effect would be amazing to put an actress in the middle of Central Park in haha. Cheers!

If you want to go the simple, less expensive route:

Buy some 20% Spandex (4-way stretch) yoga pants some tubing, duct tape, and lawn and leaf bags. (yup those huge plastic bags)

Loosely wrap the bags around the actors legs up to the groin area, and very loosely duct tape around the ankles and knees. Then carefully tape the bag openings around the tubing. (best done at the feet)

Slip on the yoga pants and you are done.

This method takes some tinkering to attach the bags to the actor for best effect, but it isn't too difficult.
